To get ammo, you need to purchase a Buggie unit. It supplies you with ammunition. The HQ should give as well but there seems to be a bug, I'll fix in in the next update (released in teh next few days)
I'll think of a way to hint about the supplies thing, it's in the Tips but not enough people read it.

It's true ido, the only way to recharge ammo in on the buggie, HQ only recharges batteries, I cant hope for you to release the act 2, send a air strike in portugal so I wake up and go play ^^
Aw... I almost forgot the topic name, my top score is 35:49, i didn't PS it, i just wanted to unlock the weapons, but sims like i almost beat you all>~
